Cancel a cloud server
Owner only. Without immediate the service becomes CANCELLED and is terminated (VM deleted) by the billing lifecycle
at nextDueDate. With immediate: true the VM is deleted and its IPs released now, and the service becomes TERMINATED.
Either way active add-ons are cancelled, the reason and time are stored in metadata, a CANCEL_IMMEDIATE or
CANCEL_END_OF_PERIOD audit entry is written and staff are notified. A missing or unparseable body is treated as {}.
